      When germs are used to purposely get people sick. So like the bacterium anthrax has been used for biological warfare (including by the Brits). An enemy will spread the bacteria around, people will get infected, and then will either be too sick to fight or will die. People also use the THREAT of biological warfare to scare their enemies, who will not want civilians to be infected.
