      There are a number of different technologies you could use, depending on what sort of features you want! Remember that (X)HTML is a static markup language, so you would need some form of scripting language, such as Javascript, to have more advanced features.

      Many forums are created using PHP or ASP, which are server-side general purpose scripting languages in which you can embed HTML.
